832 HOUSING STARTS IN THE SETTLEMENTS IN
THE FIRST HALF OF 2001
16/10/2001 Data is based on materials published by the Central
Bureau of Statistics (CBS). Of the 832 starts, 506 were begun in the first
quarter of 2001 and 326 in the second quarter.
Other data:
1. At the end of June there were 6,593 housing units in different stages of
active construction in settlements.
2. During the Barak administration 6,045 housing units were begun in
settlements. In fact, settlement building in the year 2000 reached the highest
point since 1992, with 4,499 starts.
3. When the Oslo agreements were signed there were 32,750 housing units in the
settlements. Since the signing of the Oslo agreements 20,371 housing units have
been constructed, representing an increase of 62% in settlement housing units.

Political Ramifications:
1. Despite the fact that the events of this past year have proven that the
settlements are a security, economic, and political burden for Israel, this
government continues to expand them.
2. The extent of active construction in the settlements will make the
implementation of the Mitchell Report, which calls for a freeze of settlement
construction, very difficult.
3. Ehud Barak was the greatest settlement builder since Yitzhak Shamir,
surpassing even Benjamin Netanyahu. This fact must be taken into account when
considering the reasons for the outbreak of the current intifada. Massive
building in settlements sent a message to the Palestinians: Israel is not really
interested in ending the occupation, and did not negotiate bone fide in Camp
David. However, Barak was not elected in order to build new settlements, and
this policy contradicted the will of the majority who chose Barak as Prime
Minister.
4. An underlying assumption of the Oslo agreements was that they would lead to
the end of Israeli rule in the territories. Yet, from the signing of the
agreements to date, housing in the settlements grew by 62%, rendering the
assumption false for those facing the immediate consequences of settlement
expansion.
The only contact with Israel for most Palestinians is through the settlements,
or the IDF defending them. Palestinians view settlement building as a unilateral
act of violence on the part of Israel against them.
The data presented here explain the Palestinian perception that Israel does not
want peace and continues to use force. This perception underlies the present
crisis, and goes far in clarifying the gap in the conception of reality between
Israelis and Palestinians today. Most Israelis are fundamentally ignorant of the
actual situation on the ground in the Occupied Territories. For them 1993-2000
were years of peace.
